Vintage Harriet Hubbard Ayers Beautifying Face Powder 3.5 oz Overflowing Flesh

Beatifying face powder "flesh" color. Appears to be completely full, and overflowing. I swirled around inside with a toothpick and it is definitely full. Looks like 3.5 oz.

I don't think a puffer was included, but if so, it's gone.
